Are escutcheons supplied under divisions 21, 22, and 23 considered to be Miscellaneous Hardware as applicable to Material Petal imperatives?

ANSWER

Escutcheons are considered miscellaneous hardware, and therefore do not need to be vetted for Red List ingredients, however they may not be composed primarily of a Red List material.
