Question:

Question 1 - Shower Facilities Explanation: According to LBC, shower and change facilities are to be made accessible for all occupants of the building. The intent for the same is to encourage the occupants to use bikes (bicycles) to commute to their place of work. However, the project is located 10 km away from the main city and the route is not rideable due to lack of cycle tracks. Also, due to harsh sun and high temperature in summer and mid-seasons (spanning for almost 8 months of the year) in Nagpur, building occupants will either commute by bus provided by the company/carpool/ by their own vehicles but not by bikes (bicycles). Hence, shower and changing facilities for all occupants will not be required. However, minimal numbers of shower and change facilities are provided in the building as part of the Gymnasium area which will be accessible to all occupants. Proposal: We would request an exemption for this point. 

Question 2 - Bike Storage 15% of total occupancy Explanation: According to LBC, bike storage facility must be provided for 15% of total occupancy i.e. 555 bike storage spaces for 3700 employees. The intent for the same is to encourage the occupants to use bikes (bicycles) to commute to their place of work. However, the project is located 10 km away from the main city and the route is not rideable due to lack of cycle tracks. Also, due to harsh sun and high temperature in summer and mid-seasons (spanning for almost 8 months of the year) in Nagpur, building occupants will either commute by bus provided by the company/carpool/ by their own vehicles but not by bikes (bicycles). Hence, such a large no. of bike storage spaces will not be required. We would like to request you to consider lowering the no. of storage spaces. We would like to mention here that we encourage the use of bicycles within the campus for commuting from one building to the other. For this we provide bicycles as well as bicycle parking at regular intervals within the campus. We can easily provide these parking spaces for 1%-2% of the total occupancy. 

Proposal: We would request you to reduce the bike storage from 15% to 2% of total occupancy. Note that all the bicycles as well as parking spaces for the same are provided free of cost to the occupants. 

Answer:

1- In areas that are unsafe for a human-powered commute, showers and changing facilities are still required to support an active lifestyle. The showers at the gym, if accessible to all employees, may be sufficient to meet that need. In the Mobility Plan, the team should provide an explanation of how the provided facilities meet the
requirements and intent of this Imperative. 

2- Providing bike racks for only 1-2% of the campus population does not meet the intent of the recommended minimum of storage for 15% of occupants. The required Mobility Plan needs to make a compelling case that the project increases human-powered living and decreases vehicular focus. The plan might include advocacy to the municipality for, and/or investment in, safer bike options, in addition to the provision of shuttles and campus-based bikes that might fill some portion of the provided bike racks. Extreme temperatures for a portion of the year does not warrant an Exception.
