16-0223 v3.X EV Charger No Onsite Parking

Question:

We would like clarificaiton whether EV charging would need to be supplied on a project where no vehicle parking is being made available. The Sun Baths project is not required to and will not have on-site parking for vehicles. For projects without on-site parking, it seems counter to the intent of Human Powered Living to require an EV charger. The site is within walking distance to public transit, will have plenty of bicycle parking and is in a dense and walkable community. Public parking is available nearby and on street with meters. There is a public parking lot one block from the project site that has multiple EV charging stations. 

Answer:

Projects that do not include onsite parking are not required to install EV charging stations per the new Exception below.

I04-E1 Projects with No Onsite Parking
Projects that do not include onsite parking are not required to include EV charging stations. However, projects that are not installing any EV charging stations must advocate to the local jurisdiction to support or install EV charging stations in the project community.

I04-2 Mobility Plan - The project's mobility plan must address the expected modes of transit utilized by building occupants and explain how the project can thrive without the use of single occupancy vehicles and onsite parking.
I04-a Advocacy Documents - Documentation of advocacy to the local jurisdiction to support or install EV charging stations.
