Declare RL-025b Exception: Flame Retardants Required for Code in Mass Timber Wood Adhesives

Manufacturers of mass timber products may request use of Exception RL-025b: Flame Retardants Required for Code in Mass Timber Wood Adhesives when a Red List ingredient in an adhesive is necessary to meet applicable code or structural performance requirements and the manufacturer does not currently have a qualified Red List-compliant alternative adhesive.

How to request the exception

To request approval for RL-025b:

1. Download the template letter.
2. Transfer the letter to your company letterhead and complete all applicable fields.
3. Have the letter reviewed and signed by an authorized representative of your company.
4. Submit the signed letter through the Geofund platform as part of your Declare submission.

The letter should identify the applicable structural standards, the Red List ingredient(s) present in the adhesive, the functional need for the adhesive system, and confirm that the manufacturer does not currently have a qualified Red List-compliant alternative that meets the applicable performance requirements.

Important

The exception is intended for products for which a compliant alternative is not currently qualified for use. Manufacturers do not need to demonstrate that no alternative adhesive technology exists or is under development. However, if a Red List-compliant alternative adhesive is already qualified and available for use in the manufacturer's products, RL-025b should not be used.

Manufacturers should provide accurate information based on the status of their products and adhesive qualification at the time of the request.
