LCC EXCEPTION

I15-E1 05/2018 INTERNATIONAL SAFETY MEASURES & RESTRICTED ACCESS
Access to a project, community, natural area, or waterway, may be restricted or when safety and security of the community or ecosystem is a viable cultural concern. In certain circumstances where risk is identified to the community and its members (e.g kidnappings, robbery, aggravated theft and violent crimes) or to the ecological system (e.g. over-use, degrading resources, poaching) restrictions may be applied.
In such cases, teams are encouraged to provide as much access to the community and its resources as possible but are permitted to take measures to ensure the safety of the community. Such measures might include
  • a visitor check in system
  • physical security system
  • some limit on visiting hours, or
  • fee access with sliding scale and/or limited free access
The security operations protocol must meet the following requirements:
  1. Identified visiting hours
  2. Flexible access to any grounds of cultural importance for the associated community, indigenous people, and other stakeholders
  3. Equity must not be at the expense of degrading the existing resources/ecosystems
  4. Publicly posted access policies that include non-discrimination language and make restrictions transparent to visitors
The physical security measures must:
  1. Incorporate physical features that express a welcoming community
  2. Make accommodations / considerations for wildlife and ecosystem health
DOCUMENTATION
Prior to the Vision Plan, teams must receive approval to use this exception on a case by case basis. Approval will be based on the team’s narrative making the case for the need for enhanced security measures that might limit universal access. The narrative should detail:
  • the safety concerns (risk assessment),
  • the manner in which these concerns are proposed to be mitigated, and
  • the publicly accessible features of the community provided to meet the intent of this Imperative without compromising the safety of the community members and or ecological resource
At each stage of submittal, provide the following:
LCC VISION PLAN DOCUMENTATION:
  1. Narrative - Confirmation (or adjustments as needed) to the narrative making the case for the need for enhanced security measures that might limit universal access (see above)
  2. Security Operations Protocol - Draft protocol (see above)
  3. Physical Security Measures Description – include location of:
  • types of physical security measures (cameras, fence, etc)
  • welcoming features
  • accommodations / considerations made for wildlife and ecosystem
LCC MASTER PLAN DOCUMENTATION:
Documentation requires additional levels of detail:
  1. Narrative - Confirmation (or adjustments as needed) to the LCC Vision Plan narrative making the case for the need for enhanced security measures
  2. Security Operations Protocol - Detailed protocol (significant changes should not occur between the LCC Master Plan and final certification documentation)
  3. Physical Security Measures Description – Detailed description along with plans, elevations, and potentially renderings (showing locations) for:
  • types of physical security measures (cameras, fence, etc)
  • welcoming features
  • accommodations / considerations made for wildlife and ecosystem
LCC CERTIFICATION DOCUMENTATION
Note: Significant changes should not occur between the LCC Master Plan and final certification documentation.
Certification documentation requires additional levels of detail and includes, but is not limited to:
  1. Narrative -Confirmation (or adjustments as needed) to the LCC Master Plan narrative making the case for the need for enhanced security measures
  2. Security Operations Protocol - Confirmation (or adjustments as needed) to the LCC Master Plan detailed security operations protocol
  3. Physical Security Measures Description – Confirmation (or adjustments as needed) to the LCC Master Plan detailed description along with plans and elevations (showing locations) for:
  • types of physical security measures (cameras, fence, etc)
  • welcoming features
  • accommodations / considerations made for wildlife and ecosystem
  4. Tracking documentation (photos, training logs, and visitor logs) showing how this Imperative was implemented.
