Clarification of Exception I06-E15 Off-site Renewables on-site PV requirement.

The v3.1 May 2017 Energy Petal Handbook (EnPH p18), under "High-density/high-EUI buildings must:", part 3: 

New construction: Projects must be designed and include solar photovoltaics on a minimum of 75% of the total roof area, using standard industry practice for PV installation and maintenance accessibility within that 75%. Systems shall be designed to provide a minimum TSRF of 75% and greater.

has been amended to state: 

New construction: Projects must be designed and include solar photovoltaics within the project area that are equivalent to at least 75% of the available roof area, using standard industry practice for PV installation and maintenance accessibility within that 75%. Systems shall be designed to provide a minimum TSRF of 75% and greater. Some PV must be provided on site, even if there is little to no available roof area. 

In other words, the amount of PV is calculated based on available roof area, but can be placed elsewhere in the project area (e.g. over parking) as long as the final energy production area is designed to equal what could have been installed on the roof. 

Definitions: 

Roof Area: The area within a roof parapet, or from ridge to edge of a sloped roof. 
Available Roof Area: The area within a roof parapet, or from ridge to edge of a sloped roof, excluding skylights, communal gathering spaces, urban agriculture and green roof areas, but not excluding mechanical units, private roof spaces, or stair and elevator penthouses.
